If he's relying on the council to pay for it he has no chance. Govt funding cuts means councils are gonna be even more skint than ever going forward. Only issue I can see is that the council may give the KC, or a potion of ownership of it, to city in lieu of them paying for expansion.

The only way the KC's capacity will be increased to 40k is if the stadium is actually given fixtures for the 2018 world cup.

No it's football so the stadium will be available

TBH we've already probably blown getting an A next time by finishing 11th last season, assuming the next review is during 2011 and takes into account the previous 3 years. Unless they change the rules again.
